Paul and Chris Calle: 1990s - Improving Education The last decade of the 20th century saw great strides made in the improvement of America's public schools. Over the years, standards had seriously declined and many children were not learning basic academic skills. Some students were even graduating from high school without learning to read. The government established several education programs during the 1990s to amend this problem. Educational goals included setting high standards, reducing class size, supporting teachers and creating access to new technology. The Comprehensive School Reform Demonstration (CSRD) Program was established to raise student achievement by helping public schools across the country implement successful, comprehensive school reforms. This program emphasizes basic academics and parental involvement. The Reading Excellence Program is designed to provide children with the readiness skills and support they need to learn to read once they enter school. Its goal is to teach every child to read by the end of the third grade and includes tutoring, improving family literacy and establishing transition programs for kindergarten students. The Class-Size Reduction Program helps schools improve learning by hiring additional, highly-qualified teachers so that children can attend smaller classes.
