Lois Hatcher: Deaf Communication - Mother talking to Child Of the two million deaf people in the United States, many experience prelingual deafness (loss of hearing before three years of age) or congenital deafness (deafness at birth). These individuals have no verbal frame of reference when learning to speak, write or lip-read. Deaf children are often unaware that they are unlike others until they enter school, making the job of building a communication bridge between their world and the hearing world a difficult one. In an effort to make this task easier, Clarke School for the Deaf at Northampton, Massachusetts, and New York City's Lexington School for the Deaf were founded in 1867 to teach deaf children to speak and read lips. Alexander Graham Bell, inventor of the telephone, persuaded the administrators at Clarke to start the first training program for teachers of the deaf in 1889. Bell remained active at the school for 51 years as a teacher, consultant, researcher and president of the board. To assist deaf students in achieving higher education, Gallaudet College in Washington, D.C., was founded by an act of Congress in 1864. This institution still receives financial support from the federal government. In addition, the tradition of deaf education continues at such institutions as California State University, Northridge, where special services for the hearing impaired exist. Though they were once thought to have disabilities, the deaf are now accepted as valuable members of society whose only difference is their hearing impairment.
