In 1706, Antonio Rossel was born in Ordino, a little town located in central Andorra. His homeland was a picturesque country of towering, rugged mountains and quaint villages. It was a country whose borders had changed little since the Middle Ages and whose system of law was based on common law or custom. In fact, the beautiful country of Andorra remains much the same today. Andorra's relative isolation from other countries was secured by the Pyrenees Mountains and this accounts for much of Andorra's political stability and the amazing continuity of her culture over countless years. For centuries, it was nearly impossible for the outside world to get across the formidable mountain barriers to control Andorra. So, in the peace and security of their naturally-fortressed country, Andorra forged her own way of life, without fear of outside aggression. The country's native son, Antonio Rossel, was both proud and fascinated by the customs and government of his homeland. He viewed his native culture as a pricless treasure belonging to all Andorrans. So, in 1748, he compiled the Manual Digest in hopes of preserving the traditions of his homeland for all time. The book covers a broad range of subject matter. It discusses Andorran history, the laws which govern the country, and the methods of government used in establishing the law. Today, the book still remains an important record of the Andorran way of life for many of the principles set forth in it continue to be practiced today.
