Organized crime is a global problem, occurring from the United States to Japan, from Australia to Great Britain. Organized crime rings exist not only in large industrial nations, but in smaller, Third World nations. In these latter countries, organized crime can take the form of robbery, cattle theft, piracy and fraud. In many industrial countries, organized crime provides illegal goods for which there is a public demand, which can include drugs, gambling, prostitution and more. Organized crime can take on many faces, from black marketeering to extortion. Since organized crime is such a problem, it was one of the main topics of discussion at the United Nations' Eighth Congress on the Prevention of Crime and the Treatment of Offenders. At the Congress, world experts in crime expanded upon investigative techniques and made suggestions for extradition of criminals from one country to another. Also addressed was witness and victim protection. Originated in 1955 and held every five years since then, the Congresses have tackled worldwide problems of crime and have suggested possible solutions. Each successive Congress has expanded upon the work of the previous Congresses. At the same time, new goals and directions have evolved for future programs. The Eighth Congress was held in Havana, Cuba, and scrutinized such subjects as Crime and Prevention, Penal Sanctions and Alternatives, Organized Crime and Terrorism, Protection of the Young, and New Criminal Justice Guidelines.
