John Swatsley: Queen Elizabeth II By the Grace of God, Queen of the United Kingdom, its territories, and more than ten other independent nations, she reigns but does not rule. Head of the Commonwealth of more than thirty realms and republics, she presides but does not direct. Yet, hers is a voice which is heard. The rich traditions that bind Canada -- and all the nations of the British Commonwealth -- to the Crown of Great Britain and to Queen Elizabeth II date from the earliest days of British colonial rule. But the relationship did not end when Canada became an independent nation in 1867. Although Her Majesty holds no legal power over the people of Canada, she does play an important and richly ceremonial role in Canadian life. Of course, the Canadian people elect their own government with a Prime Minister at its head. But the Queen appoints her own Governor General, and he is the ceremonial Head of State of Canada. This distinction between Government and State is an important one. The Head of State performs only ceremonial duties, and in the Queen's name, he presides over the traditions of the Canadian nation. Importantly, Elizabeth II has strived throughout her reign, to demonstrate that the Crown is compatible with democratic rule. On visits to Canada during her reign, she has proven more than once that although she does not rule in law, she does touch the hearts of the Canadian people. It is this rule of the heart that keeps Britain and Canada's relationship strong in this last half of the twentieth century.
