It was Tito who organized the Communist Party in Yugoslavia, becoming the prime minister and defense minister. Tito's determiniation to maintain Yugoslavia's political independence, and Russia's efforts to control Yugoslavia, led to a broken relationship with Stalin. Stalin expelled Yugoslavia from the Soviet bloc in 1948, and Tito became the first independent Communist leader. On January 13, 1953, he was elected the first president of Yugoslavia. While maintaining tight control over the country, Tito nevertheless became known as the Communist leader who encouraged some economic and political freedom for his people. His reforms decentralized administration and established workers' councils in the factories. Abroad, he adhered to a policy of nonalignment with any major power. This policy led to Yugoslavia's close ties with other nonaligned states. While pursuing this separatist policy, Tito traveled extensively throughout Asia, Africa and Latin America in the years between 1962 and 1970. The many qualities of Tito that first made him a successful resistance leader ... decisiveness, adaptability, moral and physical stamina, and a sense of humor ... also gave him the ability to provide Yugoslavia with over three decades of stable, effective leadership.
