Stamp collecting, a hobby enjoyed by millions of people around the world, is based on the creativity and craftsmanship of a select few master craftsmen and artists. Typically, a country's postal administration will decide to issue a stamp on a topic of national or international significance. Then, a designer is selected. The designer's job is to create a work of art which graphically displays the selected topic. At the designers' disposal are a variety of techniques which can be used to create the stamp's design. One classic stamp design technique is steel-engraving which employs monochromatic colors. This style of design is extremely difficult and time consuming; it is practiced by only a handful of highly skilled designers whose work is known and sought after around the world. Once the design is selected and approved by the postal administration, it is then reproduced on press plates for printing. The variety of printing techniques is staggering. Photogravure, offset lithography, and steel engraving are three of the most popular techniques. Stamps are normally produced at a national printing agency or a security house. The production of stamps is tightly controlled, and errors or misprints are usually destroyed immediately. Finally, the stamps are distributed to post offices for sale to the public for use to prepay mail . . . and to philatelists for their collections.
